>>51593619Someone makes the booru and then gives others the permissions to edit, tag, delete, etc. Sometimes they just disappear and the site is left in limbo, sometimes they lock everything the fuck down so nobody can do anything and sometimes it's a free for all where anyone with a user can do whatever. It's all up to the original site owner.
