In Gen 2 it wasn't.
It had a direct correlation to skill, as evidenced by all of Kanto (except for Blue), especially Janine being weaker than Lance.

Regigigas learns Crush Grip at level 75 in Gen IV. The rest of his Pokemon should probably be around that level.
There's also Heatran, which only learns Magma Storm at level 96 in Gen IV, but the one you can get from Pokemon Ranger Guardian Signs knows it at level 50, so it's not a stretch to say that Palmer got one that learned Magma Storm early.

Battle Tower Pokémon are all Level 50 or Level 100, this doesn't mean anything.
Plus he's a postgame boss, you have to beat Cynthia in order to fight him, so yeah, he's stronger than Cynthia in the games.
