They were paoching it, hunting it for some other fucker to catch as a trophy, vs a trainer challenging it in battle, as pokémon naturally partake in and abiding by the rules of engagement to try and prove themselves worthy of catching it. It allowed itself to be caught by Goh as it recognised Goh was trying to help it against the poachers (IIRC, Goh had no choice but try and catch it to help heal it).
The difference as always is one method conforms to the series traditional depiction of pokémon acquisition, the other is used to show that despite the utopian setting, there's still evil natured people in the world. They just follow the TR method of evil organisation and try and get paid from being a cunt.
