There is some minor argument between opening a couple and opening(downloading) all but it generally does not matter if you download it.
The only enforceable laws are possession and distribution.
Ie getting caught with it on your storage or getting caught uploading it somewhere. Unsafe storage can also count towards distribution too.
Ways this can affect you:
Telling someone you downloaded cp
Showing someone your cp
Making weird comments towards minors on the internet
Anything to warrant search of your devices
Basically it doesn't matter, but you may still be a sick fuck
