Pokemon freely become data to be transferred and exchanged using computers, exhibit variety and self-sustain, which means that Pokemon as a whole fulfill the formal definition of a meme.
Klinks and evos appeared when technology developed (BW). Voltorbs were wooden in ancient Sinnoh, since so were the pokeballs(PLA), which indicates existence of species is tied to human thought (understanding? cognition?). This also explains why legendary mons are strong single specimens - since they embody strong concepts like time, space, oceans, nightmares, etc. - and all pokemon are classified by short concepts, since each species is described as an "X Pokemon", like "Electric Mouse Pokemon".
Given that, the simple explanation is that mons from the future have a "futuristic look", and mons from past have a "prehistoric look" because that's what people think they should look like.
Mind you, it's probably holey and may contradict some things somewhere because it's not something Gamefreak would internally define or adhere to.
