They interacted with the main character multiple times before being fought. The teacher even had a role and somewhat of a storyline outside of his battle.

It's usually because the E4 don't really have any reason to be the E4 other than being really strong trainers of that region. They don't tend to have a connection with their champion (with the exception of Alder and Marshal), they barely seem to know each other, and you don't really get any explanation for why they're just in their respective rooms in the league or how the process works. They're obviously the popular trope of having 4 powerful subgenerals (shittennou) but unlike most other variations of them, they don't have the interpersonal dynamic with each other or their boss shown in the game or most adaptations. Scarlet/Violet were not only the first time they established the members before the endgame, but also had them interact with each other, established Geeta's presence as a boss and leader for the 4 of them, and even gave an explanation for why they exist (to test trainers who want to be Champion rank). The fact that they all have a similar aesthetic of business-formal, and have matching gloves to denote their role in the company only further cements how much more thought was given to them. It's what I've wanted from the Elite 4 for years.

Least Forgettable: Gen 1 (Nostalgia)
Gen 2 (Lesser Nostalgia, 2 are returning characters)
Gen 9 (Appear throughout story, Hassel in school)
Gen 7 (only because they’re all recycled)
Gen 5 (generally solid but still underused)
Gen 4 (Flint carries as does Cynthia, probably the only genuinely difficult E4)
Gen 3 (Underdeveloped and have the audacity to have be filled with NFEs and repeats even in remakes)
Gen 6 (Underdeveloped and piss easy)

Gen 6's E4 is one of the more memorable ones for me just because I think they established themselves and their character types very well in their conversations, and they're pretty unique as each of their respective type specialists (also aside from dragon, they aren't very common E4 types). I just wish they were used better, especially Malva.

That's not true, Lorelai shows up in the sevii islands, and if you count Lance in Gen II he shows up around the Lake of Rage. They also get the novelty factor of being the 1st Elite Four, which gives them a leg up over most.

You meet up with each E4 member before you fight them. Hassel being your teacher also help create that longevity and story arc between you and him. Hassel being proud was a nice touch after you win. Rika acting professional, but aloof in everything else gave her some charm. Larry and his bird and normal situation was a nice chuckle. Poppy might be filler but her Tinkaton fit her team so well. They all interact with each other to know their character more. They all have a respectable pokemon roster. Being a business theme make them seem professional. They perform interview, everyone dress like they're going to work, and its cost effective to just have one room instead of 4 rooms heavily decorated but only use a few times a year.

Larry was lazily recycled. It also takes away the "normal guy" narrative about him which bothers me. Also Flying is an embarassing type specialty for an e4 member.

The battle arena was lame and empty too, in Kalos at least ther rooms decor had to do with the type.

But the worst e4 of all time are still Sinnoh and Alola
