The midriff tuft of white fur seems to simply be draped across a hip, with the inference of Braixen's faux-pantyhose being retained under an assumed-volumous dress.
Delphox really does have a visible bust, really does have good reason for looking like they're wearing black pantyhose (most are boys!), and the dress could easily be Glorious Fluff.
