For example, in gen 1 OU, Porygon is complete dogshit against almost everything, but hard-counters Snorlax. But because Snorlax is literally mandatory for any decent team, Porygon is a functional choice.
Or more famously, in VGC 2014, the metagame was centered around Amoonguss, and thus wasn't prepared for any other redirectors, such as Pachirisu.
And in other cases, something might not be very common, but you'll instantly lose to it without a hard counter. See Dracovish, which gets walled by any water immunity, but can sweep any team without it. So everyone had to bring Seismitoad (the least bad water immune mon) just in case the opponent had Dracovish.
Even in the 1700+ ladder, stall isn't common enough to justify gimping your team against everything else just to guarantee a win against stall, nor is it so overwhelming that you need a specific strategy to not lose to it at team preview.
