It's all really clear when you understand how businesses that are managing all these different production schedules and have clear revenue expectations work, ironically the company likely spread itself too thin to make PLA at the expense of SV development. The real issue is Nintendo very aggressively defends their reputation for quality, when SwSh had similar complaints about the games being unfinished at launch they stepped in at the corporate level and likely are having to do so again, consider that Nintendo publicly announced they were accepting refunds specifically because of the technical performance of the games. That is fucking unheard of for them and behind that polite Japanese corporate PR exterior I guarantee there was a lot of anger behind the scenes especially with this being two back-to-back mainline games with unnecessary drama.
