A flying resist makes plenty of sense. Rock and steel types already resist it, because pecking at a hard surface isn't very good, and Flying's special moves like gust, hurricane, or other things that involve high-wind speed are the sort of thing that pokemon adapted to blizzard conditions should be able to better endure.

That said, tossing on four resists all at once is definitely overkill. Having any sort of resists would make them better able to actually switch in and do something. That's part of why Grass and Rock types often still manage to work despite having even more weaknesses than Ice.

Lapras is an easy example, where it's highly similar to Vaporeon, with better Defense and worst special attack, but also better coverage and some neat setup moves that could catch an opponent off guard.
I don't think it'd be some top tier metagame threat, but there's no doubt it'd have far better success in previous generations if it were just a bulky mono-water type.
I'd expect Cloyster would have also had a longer career as a Rapid Spinner and Spikes user if it weren't weak to Stealth Rock.

And that's not even a drastic type change. That's simply a Water/Ice becoming pure Water.

Ice is an offensive type no matter how many times they make another shitty slow defensive Ice Pokémon. No point in competing with Fairy to check Dragons, being able to switch into Earthquake is more than good enough. Steel and Water are the best defensive typings in the game, hitting them neutrally would make Ice a strong general offensive type instead of just being relegated to coverage for hitting its weaknesses.
Of course none of this matters much if steps aren't taken to cull the availability of Ice-type coverage among The Eternal Water

Tera doesn't save Avalugg because

Bad defensively amazing offensively. Which is why it sucks that 90% of ice types are slow bulky pokemon that don't utilize that to their advantage. Mamoswine is the only exception because ground helps cover some weaknesses then it has thick fat to boot.

Avalugg has much higher HP so it takes comparable damage from special attacks despite the lower special defense. The difference, of course, is that Skarmory resists a lot of types and Avalugg doesn't, so it would take halved damage from a lot of special moves.

It's only around 8% bulkier because it has shitty HP. They take comparable damage from neutral moves as you and everyone else can see.

Also Skarmory used to be good, it became bad solely due to being directly outclassed.

The main divider between Pokémon that are defensive or just bulky is access to a recovery move (or if not, some otherwise very coveted support moves and/or combination of resistances). So no, Glastrier can't really play defensive roles in the way Zapdos and Dragonite can. And Ice types with recovery like Articuno, Cryogonal and Avalugg tend to be shit tier.

Dragonite has good recovery, a good defensive ability, and picks up a number of useful support moves.
Its useful on the defense.
Mamoswine gets none of that. It instead has two great offensive typings and the moveset to use them.

It has exceptionally high HP, and a good movepool for RestTalk.
Additionally, Unaware is a very powerful defensive ability, in addition to Water being a solid defensive typing. Chilling Water is easily spammed to shut down physical attackers.
