If it was a true open world then Koraidon/Miraidon should've had all their abilities from the start. If they made the titan battles and accomplishments tied to say, Kor/Miraidon's battle prowess-(ex. They start at level 10 and only go up by 10 levels with each titan, but can battle like a normal pokemon.) Then the game would've been a real open world. And even if they wanted to add a faster dash, higher jump or longer flight they could incorperate that into the titans also and little bonuses. I hate comparing it to BotW, but they did it flawlessly by giving you all the abilities to traverse the world after the tutorial, and thus made a true open world game.
As is, SV and PLA are both open world as far as anyone should be concerned. Given that main storylines and accomplishments dictate where/when you can go after things. You can't even go into Area 0 once you gain the ability to climb. Which is bullshit, because Arven even says the flying taxis did come down there to rescue him.
So yea, no, SV is as much open world as PLA.
