I think Ash was meant to be retired in XY but the execs got cold feet. Then they decided to let him go with SuMo, but wanted him in Journeys to do a passing of the torch story. But Goh was so unpopular that they're having to start entirely from scratch

Because they failed to do it. You think writing is easy or that they wanted him to be boring? If it were easy, 99% of media made every year wouldn't be shit, and no one outright tries to make a bad protagonist.
Ash himself sucks in Journeys too btw, the writer is just bad at his job.

We don't know this as a fact. People just freaked out over the two protagonist thing even though it happened during DP too with Dawn. Did people back then seriously expect Dawn to take Ash's spot? I don't recall a lot of chatter about that; I think there was more talk about how Dawn could stay for the next series, but that's about it.
