In gameplay, sure(if we ignore the Stadium games). In the game's actual canon, she's nothing special(not even the strongest japanese NPC champion, that's Blue).

if they wanted to show Leon as the strongest (besides Ash), then:
1) they shouldnt have given her a second gimmick, and then have her still use only 1 per fight
2) they shouldnt have had her Chomp stay in base vs Ash (meaning it never lost at its full strength)
3) they shouldnt have made Ash only use his Aura powers vs Cynthia and not vs Leon
4) they shouldnt have had Cynthia KO Pikachu
5) should have had Leon beat or tie with Ash

Seems like JN writers failed even here

Anime self being stronger than ganes is debatable since anime has gimmicks sure dynamax and megas but her game self has gimmicks mega, held items and a moveset with coverage in order to cover weaknesses. They have no answer. All their copes are is “Chomp undefeated” like it didn’t struggle landing five Dragon Claws (I counted) and its first Draco Meteor didn’t do anything.

For the same reason Iris Dragon Hax is not regulated. It's so ridiculously rare there's no point on coming up with a rule for it since it won't be a thing 99.999999999% of the time.
Because it is a one in a billion freak occurrence that's barely even well known or studied in the world of Pokemon to the point some people think it's just a myth.
Why the fuck would a regulated sport have rules against that?

It literally wouldn’t matter if Garchomp had ground moves because Lucario would dodge or tough them out since it has to win the battle for the plot. Trying to invoke game mechanics for this is stupid, characters in the show never believably follow those.
