It can VERY easily be both, given Hisuian Zoroark are in fact ghosts, directly formed from otherwise-fatal experiences, and N is quite simply not as able to integrate as Ingo proved... For the society he's nominally from, to boot. So "adopted by the ones he didn't" could be in the vein of pic related.
