It's not fair, if they really want it to not overshadow the Pikachu line, then make Volt Tackle 150 base power, not like any of the pikachus have that strong of a base stat to make it overpowered
The way it is now it comes as if the way to make sure Volt Tackle isn't overshadowed is by breaking everyone elses knees
