Golduck has never had any good buffs or changes in teh recent generations that have made him better or gave him a different niche at all. forretress has constantly been updated to be a viable spinney in each generation, but no changes have favored golduck at all. sturdy changes, rapid spin changes, the addition of gems, those all helped forretress.
Golduck is forever going to be a shitty special attacker on a rain team, and even now theres so many different pokemon that have that feature, the newest of them being kilowattrel
