It started with shills using older games as a scapegoat for all the franchises problems to deflect from flaws in the new games, (Kanto used to get a lot of heat for being ""unplayable glitch fests"" ) but the shills couldn't target Kanto because how much Game Freak/TPC panders to it so Johto ended up being the main scapegoat, This lead to them exaggerating Johto flaws and flat out lying, and blatantly ignoring everything good Gen2 brought. Johto doesn't get as much spotlight as Kanto and hasn't even had a game in over a decade so fans new the franchise and even older fans who haven't played a Johto game in a while started believing the lies. This lead to Genwunners hating Johto for "leaning on Kanto" , and Johtoddlers hating Kanto for "stealing the spotlight".
There's also smaller things adding fuel to the fire, like Game Freak putting the Gen 1 starters on a pedestal while the Gen2 starters are the most neglected in the franchise to the point where there's reason to believe they were actively sabotaged.
Or how the Johto area in Alola was basically just Kanto's equal attention cake (haven't played SunMoon so I didn't know what actually happened).
