It got major improvement to its distribution in gen 9. If Aurorus will finally be able to learn it is yet to be known since the Pokémon isn't in gen 9 right now (hopefully it can eventually because Aurorus needs something other than Ancient Power in a playthrough).

This is why I like bringing my No Guard + Stone Edge Lycanroc into online matches, like it's a small taste of a powerful rock-type move that actually lands and I have to savor it every time because I know it's the only time I'll ever get it.

I don't think GameFreak wants types to be equal in viability. I think they also want them to have identifiable traits beyond their matchups, so that exceptions to these perceived traits can feel special. They want the traits of physical and special moves, and how to counter them, to feel distinct. All these things lend the games more personality. I think OP is generally correct.

But yes Bug type should be buffed. But only slightly. Fairy's resistance to it is dumb.

Those niches only exist because their movepools stand out though. If everyone learned everything those mons would be overshadowed again.

They only stand out because they just happened to be made back when GF understood that diversity in moveset is a good thing.
There is nothing wrong with most monsters having great coverage and expansive learnsets. Its the best way to make every monster useful.
Nidoking isn't the strongest monster around, especially in the past where it had lower attack. But its useful in every situation between balanced stats and a great movepool. And there's no reason it should be standout for that 20 years later.

ice types are immune to freeze and hail
fire types are immune to burn
rock types are immune to sandstorm and get their special defense boosted from it

I literally don't give a shit about competitive nor does anyone else outside of its general.
I'm talking about in the campaign, whether it be the mainline games or a challenge hack or other fangame.
Nidoking stands out as always being a great choice, even when playing some brutal min-maxed Kaizo-tier hack because it can do whatever you want for it. It can be a special attacker, it can play defensively, special defensively, be a physical attacker. Its movepool makes it a chameleon or a swiss army knife.

Simply expanding movepools is the biggest way to make hundreds of pokemon infinitely more useful.
Nidoking stands out as a good example for having balanced reasonably good stats across the board+its great movepool, but just having the latter is a great boon in of itself for any monster.

Depends on when you get it in the game.
Early game yeah. Luvdisc is fast and even with 40SpA 150BP Water Spout is massive.
I've had Castform of all things pull me through tough shit before because Weather Ball acts like 3 100BP attacks of different types at once.

A large and diverse moveset is a godsend.

I give an example relevant to my interests, and generally I'd bet money that more people have played romhacks than competitive regardless. Especially with how memed some less than stellar hacks like Pokemon Insurgence have become.
Luvdisc would be objectively improved without any change to its BST, without changing any typings, and without changing any type balances. Just the simple inclusion of a large moveset and more TM compatibility. This goes for every monster. Utility is very useful for everything to have.

freeze was a "why the fuck is this still a thing" since gen 1
it's nothing but a random "you lose the game" for half the ice moves and most people are still not sure how it works
there's a good reason there's no move that directly applies freeze, not even a 30% chance move like scald
