All in all, this is all due to Nintendo meddling, as they had full decision control on who's gonna be implemented in the DLC passes.
So, of course they weren't interested on cramming the entire DLC with bing bing wahoo and more shillmons, because one of them is still giving them big profit elsewhere and the other being some split profit each them they collaborate.
