What's a good gen 2 moveset for this dude?

I have access to all TMs. I want him to be a mixed attacker.
I'm surprised he can learn Earthquake and Psychic, wtf.

Surf is fine but its fighting options are pretty crappy with dynamic punch or submission as its only choices.

I ran Belly Drum, Hypnosis, Surf, Body slam on mine and it was literally the MVP of my team the entire game, even when it was a poliwhirl. Granted I also used an agility pass girafarig for support, which was necessary for successful belly drum strats

If you really want to utilize Fighting STAB, consider le epic Chuck's build (MIND READER + DYNAMIC PUNCH, throw in BODY SLAM for para-fusion shenanigans)

Its nothing it would get STAB off of but a set amount of consistent damage has its uses too for weakening wild pokemon or bypassing defense boosts.

In my latest Crystal play-through I used Poliwrath as one of my mons while doing the story.
His moveset was Body Slam, Surf, Submission and Hypnosis.

The Fighting typing is kind of a wash in this gen, since your STAB choices are bad. Wrath is the better Drummer, but if you don't want that and just want to run like RestTalk + Surf + Growth/Ice Beam, then there's a good argument for using Politoed and its 20 extra SpA instead.
They're ultimately quite similar though.
