The idea for this guy I got was "a guy who gets off with power". Not in the sense he uses magic or energy, but that he is an asshole who lies and backstab to get ahead.
Say, there's a guy with certain influence or doing well, he will go to that guy and be all "hey buddy, how's it going?". Over time he takes chances to get to know him, and then starts to go "oh, don't worry, I don't judge you, we all get naughty".
This is where it all ends, since then he shows he has video and audio files about their encounters. Worst part? He edits them to make himself look better, and the victim as a creep.
He has done this over the years, and now he has a network of brothels and dirty studios, having fronts like small nightclubs or small commercial studios.
