Even if it just got Slack Off, that would boost its usage. Its a defensive tank with no form of recovery, and it's weak to 2 of the moat common physical attacking types (ground and fighting). If it could at least heal itself instead of getting easily worn down, it'd make a huge difference. Accelrock would also be really helpful though.

I thought as much.
I think when people try to give Rhyperior recovery, they tend to go with Shore Up instead, and while it's technically a better move, i don't see the logic behind it outside of "It's a Ground Type"
Slack Off isn't as weird since you could imagine a huge beast like Rhyperior being a big sleeper.

It's so weird that Shore Up is still exclusive to Palossand after all this time. Someone at GameFrick must really love that shitmon... but not enough to actually make it usable, lol

Solid Rock should also be buffed to halve all SE attacks, so it would only take x2 from Grass and Water.

It’s not too much. It’s balanced out by the fact that only bottom tier mons like Rhyperior and Camerupt have it. Compared to all the bs SV introduced, like an Ability that gives an immunity to all status moves, that’s nothing.

Ok. I suppose Filter could have that buff too (In the logic that Megas will never come back. Do you really want Mega Aggron with no weaknesses?)
Prism Armor will not, sorry Necrozma.
I could see Torterra get Solid Rock to replace Shell Armor, too.

while neat, I do think its a tad overkill. Making it something similar to thick fat of halving water and ground type moves would be fantastic (this would make it no longer a straight up clone of filter).
