So people often comment why so many human characters are dark skinned as of lately compared with the first generations, but it is actually quite easy to pinpoint why.
The first four generations happened in regions based in Japan, that has a very homogenous population with very little racial diversity. From Gen 5 onwards the regions are based on multicultural settings such as North America and European countries, who have a more diverse population, so the presence of dark skinned characters makes more sense.
Legends Arceus keeps with this and there are only three notorious dark skinned characters while everyone else is Not!Japanese.
Also despite the pic Phoebe is likely just tanned, not black.
