I'm pretty sure the eyes are supposed to be inconsistent. First image has his normal eyes, the other one has his eyes change from his brain getting fucked by Gardevoir's psychic power. I'm pretty sure AI would not be able to handle angles like these, it's just a bad artist.

In games it was explained bit late that Pokemon actually enjoy being close with humans and fighting.
Curiously in first episode of anime after Ash threw a rock at Spearow, it started attacking Pikachu instead of him. Pokedex even in Japanese version confirmed that it was due to wild Pokemon being jealous about trainers.
