How common are talking Pokémon? If Meowth could learn to speak human, what's stopping any other Pokémon from doing so?

I guess it depends on the species
The rotom in your pokedex in SM wouldn't shut the fuck up. There were the zoroarks from BW2 and PLA. Legendary pokemon have also talked to the player occasionally though I guess they get a pass.

Not common but not so incredibly rare it'd blow your mind or anything. People quickly and readily accept that some pokemon talk.

According to supplementary material the ability to talk in a human language takes up a move slot, that’s why Mewoth didn’t know payday (it’s the move he forgot for it). So theoretically it’s like Return or secret power/hidden power, a move any Pokémon can learn under specific circumstances.

Some are presented as less aware of it than others, but generally speaking, yeah. Typically more true of trainer pokemon than wild pokemon, but I guess that's kind of obvious.

It's for the convenience of the player. Most other trainers have trouble getting their pokémon to understand them. This is why everyone says you're a great trainer. Basically, everyone else "doesn't have enough badges".

The only reason meowth talks is because the anime staff wanted to have a way for the audience to be able to understand Pokémon according to Takeshi Shudo, he also mentions Meowth was chosen because he looked evil or something along those lines. Tajiri in a 90s interview mentioned an IQ chart when asked about the talking Meowth in the anime which I guess he made for the anime staff.

I think it's pretty telling that the talking meowth is gone in Yellow and LGPE plus the guidelines for 3rd parties mentioning that Pokémon don't talk except under special circumstances. In the anime there's times when even ash is taken back at a talking Pokémon like that Zorua from the movie and there's times when people don't act surprised about it.

All in all based on the reception to the talking meowth talking Pokémon are very much a rarity, pretty much being only used in special circumstances like the talking lake trio in Legends of Arceus.

There was an interview some months ago where they talked about how they picked Meowth purely because of its looks, yeah. Then they went "Wait, this means the main protagonist is a mouse and the main villain is a cat, I bet people will think that was on purpose (laughs)"
