I don't even disagree with your first point, it's cool when Pokemon have deep theming, but they can have that deep theming and also not be fucking awful. To be clear, a BST of 450 wouldn't even make Spinda great, but it would at least make it workable enough to not make it dead weight by the midgame of its debut generation.
