Only in something like Masters. "Leaf" is very clearly based on "Green"'s gen 1 art.

I mean they already look the same since they're based on the same exact initial design, so I doubt they'll be allowed to exist together. Leaf/Green is basically Lucas/Rei and Dawn/Akari.

They're the same character. "Leaf" was a character without much of an official name, so Masters had to go with the barely-canon Leaf.
Then, a mainline game used her as an actual character and gave her a real name that wasn't just a player name standin.

OP here and so far I‘m not convinced they are the same. I would suggest this:
In a universe (picrel) in which Red chooses Bulbasaur and Green chooses Charmander, Blue chooses Squirtle and has her LGPTQ Team with Clefable, Gengar ect.
In a universe in which Red chooses Charmander, Green (then named Blue) chooses Squirtle, Leaf chooses Bulbasaur.
Leaves the question which universe would be the next Kanto game. I would bet on Leaf universe.
