Did you even play the game? Colress just wanted to find out a way to maximize the power of pokémon, he cooperated with Team Plasma just so he could do the experiments he wanted and ditched them the moment they were no longer useful. Colress isn't malevolent but his whole research is about finding ways to draw out more of a Pokemon's power, basically exploiting them for battle, this is obviously the complete opposite of N. While Colress isn't evil if abuse led to Pokemon fighting better then he would be cool with abusing them.
