Because the writers didn't want to bring him back or else he'd unironically usurp Leon in terms of accomplishments for Ash, and if they had Tobias job to Leon, that would be even more forced.
Same reason Cynthia didn't use Mega Garchomp against Ash, it would have been a bigger boss fight than Gigantamax Charizard and take away from the narrative hugeness of beating Leon.

With how hard they were wanking Leon to the detriment of everyone else I don't particularly think they would care about that.
If anything I'm more certain they just didn't even remember he existed, otherwise, they would have brought him back just for that because if Ash beat Leon who beat Tobias that means "Ash is better than Tobias so everyone would be super duper happy and satisfied with that". You know, like they did with Alan.
