I'd assume that, like real sharks, they're smooth one direction but the "teeth" dig in going other directions.
So as long as you pet along his head, rather than rubbing back and forth, you're fine.

No. The scales break up the wind resistance, meaning 'Chompy expends less energy to get to max speed. Air at that speed works like water and the fastest dolphin (Orca) is slower than the fastest shark (Shortfin Mako) so it stands to reason Garchomp developed their scales to fly as fast as possible.
