As someone new to Pokemon games, which game should I start with? I was thinking of either Pokemon Ultra Sun/Moon or Pokemon Sword/Shield.

I don't know or care much about gameplay mechanics. I just want a fun game with lots of cool Pokemon, lots of tournaments and a not-bad story.

they have some gen 2 and gen 3 pokemon but they're locked to post gen, even the cross gen evos like crobat.
if you want a game with the newer pokemon i'd suggest scarlet/violet. they were pretty decent story wise even if the ending feels like it;s straight out of a b list sci fi movie.

Sword and Shield would probably be for the best for you, the game has a wide selection of Pokemon to choose even from early on and has a more moderate difficulty. If you're new to Pokemon I can assure you, Ultra Sun and Ultra Moon would be too difficult for you to complete. Sword and Shield also has a focus on tournaments. While people may claim the story to be bad, it's not an offensively bad story, moreso mediocre or bland at worst. For what it is, the story works and the characters are enough to care about. If you have any other questions I can answer

Don’t listen to this anon about not being able to beat ultra sun and moon.
If you’re older than 10 and have played any video game, you can beat these games.
If you’re emulating, start with an emerald rom hack that adds everyone pokemon.
If just console, I’d start with HGSS as it is peak pokemon and has lots of options.
If you only have a switch, I’d start with Scarlet and Violet. Which are lackluster in terms of graphics and disappointing for life time pokemon players. But for someone new, if you can get over the graphics the gameplay loop is pretty fun.

speak for yourself. I've been playing these games since the gba games when i was like ten and i actually really liked scarlet/violet. it was a huge step up from swish in terms of story and i didn't realize notice the graphics being that bad either but I'm not one to really gripe on graphics. i played mostly on handheld mode and didn't really encounter any glitches except for like a friafarig that was floating above a fence in area zero but like that's whatever didn't effect gameplay at all.

Just get Sword/Shield and Scarlet/Violet. SWSH is more focused on battling and SV is more focused on catching. Both have a ton of Pokemon variety.

Do not play USUM as your first one. It is very difficult for a Pokémon game. Almost every boss is fully invested and many Totems are hard for Pokémon standards. USUM is also a game with many callbacks and references to past Pokémon games that you will not understand as a beginner.
To answer your question, LGPE is probably the most beginner friendly Pokémon game. Very limited Pokémon roster, no held items/abilities/natures, straightforward story and region, and casual friendly power gimmicks for your Partner Pikachu or Eevee.

That anon here, look I could believe that about most games in the series but Ultra Sun and Ultra Moon are seriously built differently. I mean I suppose if you use guides and stuff it's not like it would be excruciatingly painful and it has a wide variety of Pokemon as well, but a lot of the challenges in that game have given serious trouble to even veteran Pokemon players. It's because of this that I wouldn't reccomend it to newcomers, but if a newcomer wants to challenge themselves it's fine, it would be entertaining to see which Totem they lose to first at least.

Play Ultra Sun/Moon. Has a lot of pokemon and while not difficult is still the only game in the series that is designed above literal toddler level. Alola is also a nice comfy region.

There are people in this thread right now who unironically think usum is legitimately difficult. I honestly didn't think anything of it aside from ultra necrozma and that wasn't even very difficult, I was just caught off guard. I didn't think it was more difficult than any other pokemon game when I played it.

Sun/Moon are agitating to play because of how it stops you every 3 seconds to show you a slow ass cutscene reiterating the same points and jokes for the entire game
Sword/Shield are just generally bad games
If all you want is to play a modern game with the nice little pokemen and dont care much about the quality then just play Scarlet/Violet, it isn't a good game but it is marginally better than these alternatives. You could also try Legends Arceus which is a decent game but isn't representative of how the games usually are.

I'd say ORAS or Scarlet/Violet. Maybe sword/shield, but I really didn't like it and wouldn't recommend it until after you've played something else because the story sucks.

The benefit of getting Scarlet/Violet is that it's getting dlc soon so if you really enjoy you'll have even more content to enjoy. It also would have the most active online community if that interests you.

So go with USUM. That was what got me back into pokemon after a ~4 year break.

As far as other options go, Black and White is still generally considered to have the best story, but keep in mind that's a VERY low bar in this franchise, so it's not going to blow you away.
