Team Skull grunts, yes. Hau probably stands up to them with a pokemon battle and gets them to leave he and Elio alone if they lose.
Gladion: yes, but Hau loses. Gladion isn't too much of a bully, just smug and superior about it. Secretly wears cutesey graphic print briefs with pokemon designs on them and would be just as embarrassed if anyone caught him.
Guzma, no Hau too scaredy cat. Stands to the side watching Elio get bullied and develops a mess of confused feelings.
In all the losing cases, Hau takes Elio by the hand to their tent afterwards and lets Elio borrow a pair of his underwear until they can go shopping.
If Lillie finds out all Hau manages to do is watch from the side and blush really hard. He'd have no idea what to say and I guess that interaction would depend on how Elio and Lillie feel about each other. I don't think she'd bully so much as pretend to not notice at first.
