Golem seems to be designed around these assumptions, in that it is not losing the number of limbs, but rather either 1. gains legs, or 2. loses a pair of arms for functional legs
Now, it just comes off as Golem not having the same limbs as it did as a Geodude, and Graveler is an interim period of having both Geodude's longer limbs and Golem's stubbier arms and legs.
Something similar would be Duskull's arms becoming Dusclops' mummy rags. Dusclops then loses the mummy rags and legs, but keeps its hands and gains arms as a Dusknoir. Or Zubat gaining feet as Golbat, just to lose its legs as a Crobat to make way for an additional pair of wings.
