You have to chose a single pkm to Dmax, and if Tera, you are limited to the single pkm with that single type. Z-moves and mega would still be useful for any other of your Pokémon as only one can Dmax. Tera taking away the item slot makes it a gamble to use, specially for offensive polemon that lose orb/choice item, and probably just useful for a limited number of Pokémon with bad defensive types/ that need coverage.
