How would you give the option for the player to use weaker species a greater purpose?

An idea I saw floated a long time ago was to give every species a move that it always knows. This move wouldn't take a move slot, and would be impossible to change.
So you could give strong utility moves to otherwise weak pokemon. If you are willingly using a weak pokemon, then you aren't trying to OHKO your way through every obstacle, so you'll likely appreciate the added utility a move like Reflect offers.

Not every Pokémon should be at the same level in battle, but they all deserve to have some purpose in the game. Weak Pokémon like bugs and rodents should be strong in the early game and taper off. The game's need better risk/reward to incentize using more of these early Pokémon instead of just letting you sweep with consistently strong Pokémon.
Environmental and route design needs to be more complex and take better advantage of Pokemon's unique traits for puzzle solving and exploration.
More modes like contests and Pokeathlon where different traits are prioritized and have this content be as fleshed out as battles to give different Pokémon a place to shine

There is no way. The only greater purpose you could give to using weaker Pokémon would be to give those weaker Pokémon some sort of unique gimmick or mechanic that would make them as worthwhile to use as stronger Pokémon ans at that point they wouldn’t be “weaker” Pokémon anymore.

Can't think of anything that wouldn't require fundamentally changing core mechanics. Like perhaps switching pokemon requires paying some sort of cost, whose points are earned through feats in battle (landing an attack, landing a super effective hit, resisting a hit, etc.), and weaker species have a lower cost and can be rotated around freely without commitment / cost.
This wouldn't work for pokemon and is way too complicated for what wants to be so straightforward, but just first thing that came to mind.

Using Pickup mons in the Emerald Battle Pyramid to collect limited items is a great example of how weak Pokémon can offer utility to the player. If they aren’t good at fighting, give them field effects or other powers. Some people also ask for things like Contests or similar non battle minigames but I don’t know if those will come back.

in pokemon showdown randoms, weaker species get more levels, stats, and possibly better moves too
in stadium, the rentals' prevo forms usually have much better moves compared to their evolutions. the main exception i can think of is fearow

Is there a romhack that managed to do this? Not that I would be interested to play it but I‘m interested to know how they implemented it. Usually the early game is over in like 3 hours, it needs to be stretched somehow immensely. Would have the other big improvement that you can enjoy your first stage starter for a longer time, too.

Not the person you're replying to but if I had the time to learn how to make one I absolutely would.

It would be a rebalancing ROM hack but it wouldn't be like Radical Red or every difficulty hack out there where every gym leader has my mom's VGC team and wouldn't have stupid shit like the champion having a legendary. Yes weak Pokemon would get buffs but it wouldn't be Bug/Fighting Ledian. Instead there'd be changes to stats, movepools, and abilities where needed so Ledian for example would have adjusted stats so that it would be a decent route 1 Pokemon.

Just make them available earlier in the game, at a point where they're more useful and going to fight things they can handle more easily. Unfezant and Fearow will never be as good as Staraptor, but if you have Pidove on Route 1 and Spearow on Route 2, and you want a Flying type for fighting the 2nd gym but Staravia aren't until after the 4th gym then you're going to want to use one of the weaker ones instead.

It should be significantly harder to reach the final stages of your Pokémon. You should realistically only be able to hit middle stages and progressing beyond that would be something earned through feats worthy of being a Pokémon master. Things like boss gauntlets or Pokeathon events that test a certain skill (Croconaw can only be a Feraligatr if it reaches its top strength) Some Pokémon will reach their potential faster and will be relevant for the vast majority of the game because of it.

Add a new revamped contest mode, something like Nintendogs. Give all pokemon a variable stat spread like Pokeathlon, so that some mons are useful outside of competitive battling. Plus it gives players more ways to interact with their mons.
