Kinda depends on how you see Oak canonically in Trainer skill since she is canonically his "Rival" more or less. Wouldn't be surprised if she might even been Champion already at some point considering her age.
Hassel and Clavell are also ones that could probably become Champion with a bit more effort since they are "Final Ace Academy Round" Opponents along with Geeta and Nemona (Both Champions). I think Larry also has potential since Geeta specifically wants him to use more types.
