Not a single community has ownership over a single Pokemon. That's like saying paleontologists have claim over ever fossil Pokemon or attention-whoring wannabe witches and self-proclaimed psychics having claim over every Ghost and Psychic type Pokemon out there,
If anything, it would be TPCi/Game Freak that has ownership/claim over every Pokemon, if not the people who designed each and every Pokemon there is.
