Tobias was a Pokemon hunter who managed to capture Darkrai and Latios, only to be found out and defeated by Cynthia during their Elite 4 and Champion battle.

Pretty sure the head scientist of Team Plasma was a member of Team Rocket that fled and joined them.
He was after Heatran too and TR got their hands on the Forces of Nature somehow.
