Yeah but who cares, it can be based on that without being Flying. Dragon pretty goddamn clearly should take higher precedent

Which just supports the idea. The entire goddamn point of Gyarados is that it's supposed to go from one of the weakest pokemon to one of the most powerful. Being part Dragon would make it broken BUT THAT'S THE POINT, it was designed to be a terrifying powerhouse
