Increase the damage hail does to 1/10th max health rather than 1/16th and all ice type moves do 25% more damage if it has a chance to freeze, but it loses their chance to freeze in exchange for Hail's power boost. All the offensive Snow/Hail related abilities interact with hail, but not snow. (Slush rush, etc)
Snow makes it so super effective hits do half damage to all ice type pokemon and all the defensive snow/hail related abilities interact with snow, but not hail (Snow Cloak, Ice Body, etc). Snow will also increase freeze chance by 50% and make it so frozen pokemon are less likely to thaw out. (Sunny day and Rain will immediately thaw pokemon out though.)
Both weather's interact with weather related moves like blizzard having perfect accuracy etc.
Ninetales and Vanilluxe sets Hail
Abomasnow and Aurorus sets Snow
Make one new pokemon that sets Snow and one that sets Hail, maybe a split evolution line.
All Ice weather setters get Aurora Veil
All Weather setting moves make weather last 8 turns and weather setting abilities only last for 4 turns without weather rocks.
Create a widely distributed (among ice type pokemon) ice type move that works like shell side arm and will use whichever attacking Stat that would cause more damage and has a 5% freeze chance. Give it like 75 base power and have it hit both opponents with 85 accuracy. Think rock slide but with a chance to freeze and slightly less accurate and can be used by physical or special based pokemon.
Also, Give Glaceon Slush Rush instead of Ice Body.
