It's the same as Megaevolution, Ultra Burst or Terastal, if you have the needed medium, you can achieve it ANYWHERE no matter what, the question is if Game Freak will let us have the medium or not. Florian can't evolve his Ursaring into Ursaluna only because GF didn't let him have the block in SV, Juliana can't megaevolve her Gallade into Mega-Gallade only because GF didn't let her have keystone and galladite in SV, the next protagonist won't be able to get Terapagos into its super boss form only because GF won't let us have a Teraorb in the next game, etc, etc.
