I'd vote no. Volcarona, on the other hand, is 100% a pseudo-legendary.

This is just an observation but all of them are a pain in the ass to use until stage 3, especially Metagross.

"No"
I would say the fact that it evolves with an item is the biggest knock against it. "Late bloomers" is the closest thing we have to an official name, and Archaludon clearly doesn't apply since you can evolve it at level 1, and it's not even in the slow exp group.

Why is that a problem? Goodra evolves when it's leveled up during rain.
