Back then, he was working on several Gen3 arcs where they were all interconnected but inconveniently timed where he had to be tactful to avoid spoilers for each one while preparing for Gen4; this was possible since he had other magazines (the now-defunct Grade School Magazines) to publish them simultaneously.
ORAS/BW2 were published on Sunday Webry and XY had several chapters published on Pokemon Fan, until that stopped to focus on BW2. A major theme is that there is enough content and ideas to be fleshed out, but without the secondary magazines, there isn't enough time until they (Kusaka and Yamamoto) have to wrap up for the next generation; this means rushed arcs in the magazine run.
The only advantage for the SV arc right now is that there are no other arcs to work on beyond volume additions for ORAS, SM and SwSh for missed content that didn't make it into the magazine run.
