Banette's distribution is really frustrating in most games. It's never been a particularly amazing Pokemon but its locked to the late game most of the time. Especially baffling to me because in most games it appears in, your given access to much more powerful and useful Ghost types far earlier. Shuppet should really be one of the first Ghost types you run into.

It also can't be evolved before the postgame in XY because the Razor Claw is a Battle Maison only item.
