I don't get where this idea came from that all Pokemon are highly intelligent and very cooperative pets. There are a multitude of Pokemon that are little more than mindless beasts with highly destructive powers. That being said you wouldn't put those Pokemon on a leash either, because that wouldn't be enough to control them.
