The move Fly is about flying really high and nosedive at the opponent, it's not about moving from one place to the other. That's why Bug types don't learn it unless they're stuff like robots like Genesect.

I was about to argue you on that, but then I remembered Yanmega's a very piss small Pokemon in actuality because its average size is based on length or wingspan, whereas the only known Fly-compatible bugs, Volcarona and Vikavolt, are generally bulky and large.

Yup, even if you can't wrap your head around it, this is the logic Pokemon runs on. And even if HMs are gone we know for a FACT this still applies because it only takes a few Squawkabilly, a very similar Pokemon in size and weight, to carry an entire cab with at least two people in it.

HMs are better than the status quo at allowing you to fly with more than 1 (shill)mon, but they still suck.
Say they added a non-HM way to fly with any flymon, yanmega would probably be there.

Though, every time you see them carrying someone in official art (say, the anime) they tend to be using a sort of tool to do that. So it'd need to be like that, or they'd need to be bigger.
