In general it's inconsistent if past tms that are no longer tms will pass, usually they will.
Level up moves that the child can learn, that BOTH parents have, the child will he born with.
Finally, special exceptions, for cases like Volt Tackle, which are added on top. These moves have higher priority over standard moves, so will push the top move off.
Hidden Abilites can be passed through the mother.
