Japan has teritiorial dispute with russia, russia is disliked in the west and russian market has comperatively few people that are also poor and PC oriented so pandering to them is useless.

Actually they should totally introduce regional evolutions that refference the paradoxes.
Naturally they'd have lower BST's capped at 555 aside from the obvoius regional pseudo variants.

Forget about Moscow and set it in Siberia instead. Slap a Deoxys down in Tunguska and make it the player's goal to earn the right to enter its crater by earning the approval of the tribals and settler towns living across the area as a stand-in for Gym battles.
It's a huge blank canvas for you to do whatever you want with, which instantly makes it preferable to being chained down by real-world inspirations.
