He ain't shit but a forced meme to make Ash lose, and they specifically didn't bring him back for Journeys because Ash beating Cynthia basically meant he beat Tobias in spirit because Cynthia is stronger than Tobias, similar to how Ash beating Leon basically meant he beat Alain because Leon is stronger than Alain.
