Its a tough one, because there's quite a few cases, but most of them are 2 stage lines.
There's plenty of lines where I don't like form 2 at all (Grotle, Prinplup, Crocalor) despite liking the first form and third form, and lines where I like form 2 and 3, but not 1 (Frigibax), and everyone knows tons of 3 stage lines with a stinker final form. But not liking 1 and 2, but liking 3? Hmm...

Primeape was a terrible example to begin with for that. It is constantly filled with rage and pursues enemies, eventually stated the only way to calm down is death.

I'm half convinced they worked backwards.
Designed Baxcalibur, then designed Arctibax as a pre-evolution, and had to come up with something that like, was somehow even a stager lower that than.
Really it probably would have been a lot better if Arctibax was the first stage and a new middle stage between the two was created. Arctibax isnt any more visually impactful than a Bagon or something, it can pass as a first form.
